This is special Plantronics Headset adapter cable #65287-01 designed specifically for Linksys Cisco Cordless IP phone model 7920 or 7921. The Plantronics cable has a special 2.5mm plug adapter with 4-conductors (3 black bands).
The other end of the cord has quick disconnect to snap together with the Plantronics H-series headsets including: HW251N or HW291N headset.
These models are specially engineered with increased RF shielding to mitigate any buzzing sounds due to the strong signal of the cordless phone.
